The Global Partnership for Education (GPE) Program Manager is
responsible for timely delivery of quality outputs and outcomes
under the GPE Accelerated Fund – a new program implemented by
the Ministry of Education and Training (MoET) in partnership with
Save the Children that aims to support education recovery in Vanuatu
following the dual crises of TC Harold and COVID19. The Program
Manager will be accountable to the MoET Senior Management
Team with dual reporting to Save the Children, the GPE Grant Agent.
The Program Manager will be responsible for the following day-today management, planning and reporting tasks corresponding to
the implementation of all the program components as well as the
fiduciary and safeguard compliance.
Contract Period: For 12 months with possible extension

Le Responsable de programme du Partenariat mondial pour l’éducation
(GPE) est responsable de la livraison en temps voulu de produits et
de résultats de qualité dans le cadre du Fonds accéléré du GPE - un
nouveau programme mis en œuvre par le ministère de l’Éducation et
de la formation (MdEF) en partenariat avec Save the Children qui vise
à soutenir la reprise de l’éducation au Vanuatu après la double crise de
TC Harold et de COVID19. Le directeur du programme sera responsable
devant l’équipe de direction du ministère de l’Éducation et de la
formation et rendra compte à Save the Children, l’agent de subvention
du GPE. Le Responsable de programme sera responsable des tâches
suivantes de gestion quotidienne, de planification et de compte rendu
correspondant à la mise en œuvre de toutes les composantes du
programme ainsi que de la conformité fiduciaire et de la sauvegarde.
Durée du contrat : Pour 12 mois avec possibilité de prolongation

Selection Criteria
Qualification
• Bachelor or Diploma
• Field of Study; Business administration, management/project
management, education or related discipline,
Experience
• A minimum of 3 years’ experience in program/project management
in national programs and/or equivalent professional experience
• Experience in education programs at provincial and national level
Skills Knowledge & Competencies
• Project management experience, with particular regard to
planning, procurement, logistics and finance Demonstrated ability;
• to support coordination and management of the successful
delivery of projects
• to liaise with multiple stakeholders
• to work under pressure, to manage multiple deadlines, to pay
attention to detail ensuring accuracy in outputs, and to follow
guidance provided by superiors
• Familiarity with Vanuatu government systems (finance, budgeting
and planning cycle, procurement, management, etc.)
• Proficiency in MS Excel and Word
• Fluent in written and spoken Bislama and English – French also
desirable

Qualifications, connaissances et compétences
• Expérience de la gestion des projets, notamment en matière de
planification, d’approvisionnement, de logistique et de finances –
Capacité avérée à :
• soutenir la coordination et la gestion de la bonne exécution des projets
• assurer la liaison avec de multiples parties prenantes
• travailler sous pression, de gérer des délais multiples, de faire
attention aux détails pour garantir l’exactitude des résultats et de
suivre les conseils de ses supérieurs
• Connaissance des systèmes gouvernementaux de Vanuatu (finances,
cycle de budgétisation et de planification, achats, gestion, etc.)
• Maîtrise de MS Excel et Word
• Parler et écrire couramment le bichlamar et l’anglais – connaissance
du français souhaitable
