Monitoring, Evaluation and Learning
(MEL) Coordinator
• A chance to support the Vanuatu Australia Policing and Justice Program (VAPJP)
• Contract July 2021 – June 2023 up to 120 days over each 12 month period position open to all
• Based in Port Vila with travel to the islands

The Organisation
The Vanuatu Australia Policing and Justice Program (VAPJP) is a long-standing and integral part of
Australia’s aid investments in Vanuatu, delivering policing and justice sector support. It has a hybrid
modality and a joint management approach between Palladium, as Managing Contractor for the
Department of Foreign Affairs and Trade (DFAT), and the Australian Federal Police (AFP).
The program implements a ‘two-track’ strategy which involves pre-positioning resources to support the
Government of Vanuatu (GoV) to respond to challenges to the maintenance of security and the rule of law;
and building longer-term capability to provide the justice and policing services needed by communities.
The program has a range of input modalities, including technical assistance, operational support and
funding, training and professional development, community grants, infrastructure, and project delivery.
The Position
Support provided by the MEL Coordinator is intended to achieve, but is not limited to, the following
overarching role objectives:
-To provide technical advice and capacity support to the Government of Vanuatu (GoV) Policing, Justice
and Community Services (PJCS) Sector (including the PJCS Monitoring and Evaluation (M&E) Lead
(to be established), the M&E Network, and GoV M&E focal points across the sector) to develop and
deliver the sector’s MEL priorities; develop and share tools and lessons learnt from implementation of
MEL processes and systems; and to support regular data collection, monitoring, review and reporting
processes to inform evidence-based decision making across the sector;
-To support the VAPJP Program Coordinators with VAPJP MEL processes and deliverables, including
substantive inputs to the program’s MEL approach; and
-To support individual VAPJP Advisers and Project Delivery staff with output and activity-level monitoring
and reflection.
