Terms of Reference for the Development of the Vanuatu Tourism
Destination Positioning and Brand Strategy.
The Vanuatu Tourism Office (VTO) is seeking to secure the services of a qualified tourism destination
brand strategist to review the positioning of Vanuatu in the market place and provide recommendations
for a positioning that will take the tourism marketing of Vanuatu into the future.
It has been 10 years since Vanuatu last undertook a strategic investigation into its brand positioning. Over
this time the market has become significantly more competitive, consumer demands and expectations
have changed, as has Vanuatu itself.
The objective is to determine a single-minded destination positioning for Vanuatu that can lead decision
making based on product development, content development and marketing strategies.
The positioning must allow for all islands, niche products, and tourism operators to find a place within it
and provide a differentiated message to the market.
