Save the Children Pacific Cash Preparedness Partnership Program in Vanuatu (with
Secondment to Oxfam Vanuatu) is seeking expression of interest for a Data Analysis
Expert (Consultant) to support the analysis of data generated by the study, as well as
supporting the country office in the summary and presentation of results and alignment
of data with key study indicators for ease of dissemination and report-writing.
Where you come in:
You will be recruited by Save the Children, a Pacific Cash Preparedness Partner, and will
sit with Oxfam Vanuatu for the duration of the assignment. (15 May – 30 June 2018).
Key purpose:
Provide technical support and assistance to Oxfam in Vanuatu, as a regional partner of
Save the Children under the Pacific Cash Preparedness Partnership, for the purposes
of completing quantitative and qualitative data analysis for the Vanuatu Cash Transfer
Feasibility Study.
Deliverables from consultancy:
•	Database created consisting of compiled and cleaned CTP Feasibility Study
•	Data analysis generated for each Feasibility Study Tool/questionnaire, with
cross analysis of results where possible and according to defined cash feasibility
Mid-term progress report
Full data analysis report including narrative
Final consultancy report
•	Delivery of Data Analysis Process workshop for Oxfam Vanuatu & Save the
Children staff
Specific Activities:
•	Cleaning of data collected via survey forms extracted from Kobo Toolbox
(export to excel or data analysis software depending on expert preference)
Analysis of data generated from survey tools
•	Alignment of results with study indicators, including aggregation of data/
results and use of index-based reporting where possible
•	Work closely with and provide ongoing support as necessary to CTP Feasibility
Study team (Cash & Livelihoods Advisor, Project Coordinator, Project Officer)
and Programme Quality (M&E) teams over the course of the consultancy
Identify key challenges and gaps in data collected for learning purposes
•	Conduct hands-on learning sessions with Oxfam Vanuatu staff to enhance
learning and capacity-building on data analysis processes and generation of
study results
•	If possible (based on timing), attend and provide support in Feasibility Study
Validation and dissemination workshops
•	Liaising with Pacific Country Offices and other key stakeholders to guarantee a
coordinated approach to award and grant management
•	Managing the accuracy and completeness of project information entered into
our AMS and other project management tools
•	Working with program staff to ensure compliance with donor requirements
through quality reporting and general monitoring activities.
If we could compose the perfect you…
You have a minimum 5 years’ experience in data analysis related to complex surveys and/
or assessments that employ quantitative and qualitative data collection approaches,
including report-writing and presentation of results to a diverse group of stakeholders.
•	Advanced degree in statistics, mathematics, economics, social sciences and/or
related field
•	Minimum 3 years’ experience working in the development or humanitarian
Experience working in Vanuatu (experience in other Pacific Islands a plus)
•	Experience or exposure to market analysis and/or cash transfer programming
Excellent English language skills, local language skills (Bislama) preferred
Active listening and communications skills
Ability to handle competing tasks and deadlines
Skills and Personal Attributes
•	Understanding of and commitment to listening to community voice/feedback/
comments during community engagement for reporting purposes.
•	Ability to work independently as well as part of a team, especially in a multicultural environment
Strong documentation skills
•	A good and confident communicator in English and Bislama, able to converse
with diverse groups of people
Good attention to detail and follow through on tasks until they are complete
Confidence to seek support from team members and team leader
•	Confident in ongoing communication re challenges and issues with the team
