Consultant to Undertake an Evaluation of the
Vanuatu Tourism Assistance Program.
The New Zealand Government through its Ministry of Foreign Affairs and Trade (MFAT) supports
the Government of Vanuatu’s (GoV’s) policy objectives for tourism which are centred on growing
visitor arrivals and expenditure, increasing disbursement and increasing tourism activities. It also
supports the government’s focus on tourism as a vehicle for more equitable and sustainable
growth, providing increased formal and informal employment opportunities whilst protecting the
cultural values and the natural environment of Vanuatu.
With the assistance of MFAT, the Vanuatu Government developed a new sector plan for tourism –
The Vanuatu Strategic Tourism Action Plan 2014 – 2018 (VSTAP), which forms part of the Vanuatu
Tourism Assistance Program.
We are seeking a consultant to undertake an evaluation which is intended to assess the overall
coherence and strategic impact of the Vanuatu Tourism Assistance Programme. This includes
assessing results achieved and making recommendations to inform future strategic direction.
Consultant Skills Required
We envisage that the evaluation will be undertaken by a locally based expert. The knowledge,
skills and experience required of the evaluation consultant include:
International development evaluation expertise and experience.
Expertise and experience of tourism in Pacific Island Countries.
Technical expertise and experience in undertaking large and complex evaluations.
Knowledge and experience of strategic policy development.
Knowledge of the Vanuatu tourism sector and Pacific Regional tourism issues.
Appropriate research, interviewing, report writing and presentation skills.
Call for Proposals
Interested consultants should request a more detailed Terms of Reference outlining the proposed
methodology and framework by emailing Ms. Laurana Rakau at or phone
33405. Respondents should then submit a proposal outlining an evaluation plan including a
potential timeframe to complete the work.
Proposals should also include a covering letter and CV’s outlining qualifications, skills and relevant
work experience. These should be emailed to Mr. Geoff Hyde, VSTAP Team Leader at or delivered to the VSTAP Office, Ministry of Trade, Tourism, Commerce
and Ni-Vanuatu Business, by close of business on Monday October 15th, 2018.
